CONTRIBUTIONS OF TECHNICAL AND FINANCIAL PARTNERS TO THE FINANCING OF THE ECONOMY OF CÔTE D'IVOIRE

The funds obtained are primarily project support that is well identified. The financial support from partners during the year 2022 was realized through the signing of one hundred and four (104) financing agreements amounting to a total of 4,260.9 billion CFA francs compared to 2,525.3 billion CFA francs in 2021.
The mobilized resources are broken down into budget support of 702.8 billion CFA francs (16.5%) and program/project support of 3,558.1 billion CFA francs (83.5%).
Disbursements amounted to 2,770.7 billion CFA francs in 2022 compared to 1,889.6 billion CFA francs in 2021, representing an increase of 46.6%. They consist of 2,026.5 billion CFA francs in program/project support (73.1%) and 744.2 billion CFA francs in budget support (26.9%).
From 2021 to 2022, Côte d'Ivoire mobilized several supports from its development partners amounting to a total of 6,786.2 billion CFA francs, of which 5,403.2 billion CFA francs were for program and project support, representing 79.6%, and 1,383 billion CFA francs were for budget support, representing 20.4%.

The peak observed in 2019 for program/project support is explained, among other reasons, by the realization of negotiations with certain partners for the implementation of large-scale programs and projects such as the Abidjan Urban Transport Project (PTUA), the Abidjan Urban Mobility Project (PMUA), and the Strategic Purchase and Harmonization of Health Financing and Skills Project (SPARK-SANTE). The increase in budget support in 2020 reflects the support provided by external partners to combat the effects of the COVID-19 pandemic.
Funding Agreements Signed in 2022
The total funding mobilized in 2022 consists of 4,038.6 billion CFA francs in loans, representing 94.8%, 201.1 billion CFA francs in grants, representing 4.7%, and 21.2 billion CFA francs in C2D, representing 0.5%. These resources are provided by commercial partners (41.5%), multilateral partners (35.6%), and bilateral partners (22.9%).
The distribution of funding by partners reveals that the resources acquired in 2022 primarily come from the World Bank with 763.7 billion CFA francs, representing 17.9%, and from "Banque Nationale de Paris & PARIBAS" with support amounting to 715.0 billion CFA francs, representing 16.8%. They are followed by French cooperation with a contribution of 588 billion CFA francs, representing 13.8%, and "JP Morgan Chase" with a total of 328.0 billion CFA francs, representing 7.7%.

General budget support is provided by the World Bank (264.2 billion CFA francs) and French cooperation (164 billion CFA francs).
As for sectoral budget support, it is provided by Japan (145.9 billion CFA francs), the African Development Bank (99.2 billion CFA francs), and Germany (29.5 billion CFA francs). Sectoral budget support relates to the sectors of "Agriculture, Environment, and Sustainable Development," "Health and Nutrition," and "Industry, Oil, Mines, and Energy."
